At Bournemouth Magistrates' court last week, the Health and Safety Executive (HSE) initiated proceedings against Marks and Spencer plc and four other companies, including PA Realisations Ltd (formerly Pectel Ltd), alleging asbestos-related breaches during refurbishment  work at shops in Reading, Bournemouth and Plymouth. The alleged contraventions by  PA Realisations Ltd concern work on the Marks and Spencer store in Reading carried out between April 2006 and November 2006.

Pectel Ltd went into administration in December 2008. Keltbray purchased the assets and the ongoing contracts of Pectel Ltd from the administrators at that time, together with the Pectel name. All employees also transferred to Keltbray. Keltbray did not take any of the old completed contracts from the administrators. Pectel Ltd have since changed their company name to PA Realisations Ltd, the company currently facing allegations.

With the injection of new management and investment from Keltbray the business of Pectel (A Keltbray Division) commenced trading in December 2008. Keltbray implemented a new management structure and undertook a thorough review of systems, procedures and assessment of staff. The operational and safety staff involved with the Marks and Spencer projects in these legal proceedings are no longer with the company. Keltbray have enhanced all aspects of the business and has recently been rewarded with an ARCA Gold Training Award 2009. This award recognises industry excellence and acknowledges the work of companies who are providing trade specific training within the asbestos removal sector.
